Financial Inclusion Diagnostic™
Mapping access, usage, and quality of financial services.
Overview
The FCG Financial Inclusion Diagnostic (FCG-DX-FI) maps access, usage, and quality of financial services across account ownership, credit access, digital payment adoption, insurance penetration, and financial literacy. Calibrated against AFI, CGAP, and IFC frameworks.
Five dimensions

Tier structure
Four tiers, one trajectory
A licensed assessment places the subject institution in one of four tiers. Each tier carries a plain-language narrative of what the score means, the typical capability profile, and the priority reforms that move the institution toward the next tier.
Significant segments of the population remain outside formal finance.
Your Discovery Preview places you in the Emerging tier. In jurisdictions and institutions at this stage, sizeable gaps exist across account ownership, credit access, insurance penetration, and financial literacy — often concentrated by geography, gender, or income. Measured action on one or two highest-leverage segments typically yields more durable progress than broad but shallow intervention.
Broad inclusion gains — now the work is depth and quality.
Your Discovery Preview places you in the Developing tier. Account ownership has typically reached majority levels, but the quality of that inclusion — active usage, appropriate products, trust in redress — is often where the real economic benefit lives. The licensed assessment tends to focus attention on usage and quality rather than access metrics alone.
High inclusion — the opportunity is productivity linkage.
Your Discovery Preview places you in the Advanced tier. At this stage, financial inclusion has largely been achieved and the policy and commercial opportunity shifts to linking inclusion to productivity — MSME credit scalability, insurance for the missing middle, retirement and long-term savings adequacy. The licensed assessment maps these next-stage frontiers.
A regional exemplar for financial inclusion.
Your Discovery Preview places you in the Leader tier. Jurisdictions at this level typically contribute to regional financial inclusion frameworks, AFI network dialogues, and peer technical assistance. The licensed assessment here tends to focus on next-generation frontiers — digital financial identity, programmable money, cross-border MSME credit — where regional leadership can shape the next decade.
